The challenge of cyber security in Europe 

Cyber security is one of the most pressing challenges for governments, businesses, and citizens. To address this, the European Union has established the European Cyber security Competence Centre (ECCC), based in Bucharest, Romania.

Founded in 2021, the ECCC aims to strengthen the EU’s competitiveness in cyber security, promote innovation, and support a common technological strategy among Member States. 

What is the European Cyber security Competence Centre (ECCC)? 

The ECCC is a central body that works with a network of National Coordination Centres (NCCs) to develop and implement an effective cyber security strategy.

Its primary goal is to ensure European technological sovereignty, investing in strategic digital security projects and reinforcing the European cyber security industry. 

The strategic role of the ECCC 

The Centre focuses on: 

  • Enhancing European leadership in cyber security
  • Supporting technological development within the EU; 
  • Improving global competitiveness of the European cyber security industry. 

Through a shared strategy with Member States, industry leaders, and the technological community, the ECCC promotes projects in areas of public interest, with a special focus on SMEs

ECCC structure and governance 

The ECCC is built on a well-defined administrative structure: 

  • Governing Board
    Includes one representative from each Member State, along with two representatives from the European Commission. The ECCC Executive Director participates in meetings but has no voting rights; 
  • Executive Director
    Currently Luca Tagliaretti, responsible for the Centre’s operational management; 
  • Strategic Advisory Group
    An advisory body ensuring ongoing dialogue between the Centre and the expert community. 

How does the ECCC operate? 

The ECCC operates on three key levels: 

  • Strategic agenda
    Develops a long-term cyber security strategy with recommendations for industry growth in Europe; 
  • Financial instruments
    Utilizes funding programs like Digital Europe Programme and Horizon Europe to support research and development; 
  • Cyber community
    Collaborates with National Coordination Centres, the strategic advisory group, and all cyber security stakeholders in Europe.
