The Dutch military intelligence service (MIVD) has issued a stark warning: Russia is stepping up its hybrid operations against the Netherlands and Europe.

In its latest annual report, the agency describes a dangerous shift in tactics by Moscow, which is increasingly operating in the so-called “grey zone”, a blurred boundary between peace and war, aimed at destabilizing Western societies.

Peter Reesink, director of the MIVD, stated bluntly: “Hybrid conflict is now part of daily reality.” According to the report, hostile state actors, primarily the Russian Federation, are taking bolder risks to achieve their strategic goals, exploiting the vulnerabilities of open, democratic systems.

Cyber attacks and intelligence operations: the digital battlefield

Among the most concerning incidents of 2023 was a Russian cyberattack on the digital systems of a Dutch public service. The specific target was not disclosed, but it marks a troubling escalation: civilian infrastructure is now in the crosshairs of modern, invisible warfare.

The MIVD also identified cyber intelligence activity aimed at critical infrastructure in the Netherlands, possibly as a prelude to future sabotage. These operations suggest a systematic effort to probe defenses and collect valuable intelligence for more aggressive interventions.

Physical sabotage, disinformation, and underwater mapping

As reported by outlets like Reuters, Russian hybrid threats go well beyond the digital sphere. They include physical sabotage of essential infrastructure, targeted disinformation campaigns, and industrial and political espionage.

The ultimate goal: to erode trust in institutions, stir social unrest, and fracture the cohesion of democratic societies.

Especially alarming is the apparent Russian interest in undersea infrastructure in the North Sea, notably internet cables and energy networks. The MIVD suspects that Moscow may be mapping these systems for future hostile actions, potentially threatening Europe’s connectivity and energy supply.

A call for shared vigilance

The MIVD’s revelations are not just a wake-up call for the Netherlands, but for all of Europe. In an era where conflicts are increasingly fought in the shadows, nations must strengthen their cyber defenses, enhance European cooperation, and educate the public about the dangers of manipulative disinformation tactics.
